Call for New Projects or Initiatives
- Heather talked about the Department of Education’s FVT/GE reporting requirements that will affect all institutions that receive Title IV funding.
- Schools will have to report on programs, students, and the cost of attendance. The Dept. will then use IRS tax information to look at students’ income and compare it to that of individuals with only a high school diploma to determine whether a program offers value for students.
- The initial reporting deadline was in July, but it has been extended to October 1st.
- The National Student Loan Data System (NSLDS) has created reports that are supposed to assist schools with reporting to reduce the burden. NSLDS will host a webinar on these reports on May 1st. Most individuals on NECC’s FVT/GE reporting team had a conflict with that date/time, so IE will host a watching party of the recording and anyone who is interested is welcome to attend.
- Stella announced that she had created a survey protocol to set guidelines for surveying across the institution. She wanted to bring it to Data Governance for feedback and awareness.
- The policy currently addresses faculty and staff surveying. Stella is considering adding an element that addresses student surveying as well. She will meet with Jason to discuss the student piece.
- She will share the policy after the meeting to get additional feedback.
Ad-Hoc Group Update
- ZogoTech Outstanding Ticket/Enhancement Cleanup + HEIRS Data Element Additions
- Mike is working on the CTE and VFA reports. These reports can be challenging because they often ask for information on sub-cohorts that are difficult to track. For example, right now he is trying to identify students who have aged out of foster care or who receive GI funding.
- He is looking at the Financial Aid tables in ZogoTech to help identify these students.
- Laura let Mike know that as of Fall 2023 the GI bill information is no longer in the Financial Aid tables. It has been moved to the Student Accounts tables which are not accessible in ZogoTech.
- HR Data Cleanup
- Patty announced that all departments and orgs in Banner and HRCMS now match 100%. The next step that HR will be focusing on is the IT directory piece.
- HR and IT are looking at cleaning up emails for retirees and emeritus. They are considering an emeriti specific email that does not make the person appear as if they are an active employee.
- Patty also discussed how HR had to rehire individuals so that they could receive retroactive pay. This was difficult because some people who worked here and were eligible for the disbursement were not visible in HRCMS. When someone changes to a different state agency, their record disappears from NECC’s system.
- IT Directory Cleanup

- Texting Communication Protocol for Faculty and Staff reaching out to students
- Kirsten shared the protocol with the Data Governance group for feedback.
- Stella talked a little about the protocol, its purpose, and who was involved in writing it.
- She highlighted the current texting platforms that exist and how they are being used.
- The next step will be to determine whether this should go to compliance.
- Secure Data Sharing and Transfer Practices/Policy
- Kirsten provided an overview of why this documentation was important.
- Everyone reviewed scenarios and had open discussions about how to securely store and transfer data.
- Kirsten asked the group to review the document after the meeting and provide feedback.
